01

The product

The challenge was not simply to digitise the I-9 form. It was to design a connected system that could support the entire journey — from creating an employee record through verification, remediation and final compliance.

I-9 compliance involves multiple users, verification methods, documents, deadlines and compliance checks.

  • Employee management
  • I-9 creation and management
  • Section 1, Section 2 and Section 3 workflows
  • Document verification — remote and in-person
  • Bulk employee upload, parsing and validation
  • Compliance checks and remediation
  • Self-audits and activity logs
  • E-Verify
  • Notifications and time-based reminders

02

The challenge

A complex regulatory process needed to become an actionable digital workflow.

HR and compliance teams needed to keep track of: Who needs to complete what? What is missing? What needs verification? What has expired? What needs remediation? What happens next? Different entry points and verification scenarios increased the complexity.

03

Mapping the system before designing screens

I approached the problem as a workflow and systems-design challenge.

"The product wasn't one workflow. It was a network of connected workflows with different actors, conditions and outcomes."

04

Design around user roles

Employee

Complete personal information → Provide documentation → Submit

HR / Administrator

Create employee → Initiate I-9 → Review → Remediate

Authorised representative / evaluator

Verify documentation → Complete required information → Submit

Compliance team

Audit → Identify issues → Correct → Validate → Report

05

Progressive steps

Rather than presenting the entire process at once, the experience was structured into clear stages — allowing users to focus on the task immediately in front of them without losing visibility of the larger process.

06

Compliance dashboard

The dashboard acts as the control centre for I-9 compliance.

  • Pending Section 1 / Pending Section 2
  • Reverification requirements
  • Late submissions
  • Overdue cases
  • Compliance health
  • Notifications
  • Quick actions

"Make the next action visible before making the user search for it."

07

Employee management & work queue

Employee Management provides the foundation for the I-9 workflow. Users can create individual employees or upload employee information in bulk — particularly important for enterprise users managing large employee populations.

08

Multiple verification journeys

The workflow accounts for remote verification, in-person verification and evaluator / authorised representative verification. Rather than creating disconnected experiences, the structure remained consistent while adapting interaction to the verification scenario.

"Different paths, consistent mental model."

09

Bulk upload & validation

Enterprise HR teams often need to process many employees at once. The validation experience changes the mental model from Upload → Hope everything is correct to Upload → Validate → Correct → Continue.

Example representation: 100 Employees Parsed / 80 Good / 20 Errors.

10

Guided compliance remediation

Instead of presenting a generic error state, the remediation experience identifies the specific problem — examples include Missing Employer Signature or Document Expiration Date Missing.

11

Compliance monitoring & traceability

Users can identify compliant I-9s, missing forms, late submissions, documents expiring soon, expired documents and pending actions. Self-audit capabilities allow teams to filter and investigate records rather than manually reviewing the entire population.

Activity Logs expose Who → What changed → When → Previous value → New value.

12

Designing for exceptions

The exception paths were just as important as the happy path.

  • Missing information
  • Incorrect information
  • Missing signatures
  • Invalid documentation
  • Failed validation
  • Late completion
  • Expired documents
  • Reverification
  • Non-compliant records

Instead of treating these as isolated error states, they became intentional paths within the workflow.

13

Designing for scale

  • Individual level: Employee → Complete → Verify → Submit
  • Administrative level: Create → Manage → Monitor → Remediate
  • Compliance level: Audit → Validate → Correct → Report
  • Enterprise level: Bulk Upload → Parse → Validate → Compliance Check

14

Outcome

The redesign created a more connected and actionable way to manage I-9 compliance.

Fragmented tasks → Manual tracking → Hidden compliance issues → Reactive remediation became Centralised visibility → Structured workflows → Actionable work queues → Automated validation → Guided remediation → Continuous compliance monitoring.

"Complex doesn't mean the experience has to feel complicated. The challenge is organising complexity."
